Born in Alaminos, Laguna, Norris was the fourth of six children of Ester Marcelo and Antonio Castillo, who both managed apartments and a small canteen. He grew up in Tiaong, Quezon where he attended the Marcelino Pule Elementary School. When he turned seven, his family moved to Manila where he continued his education at the Geronimo Elementary School. After completing his secondary schooling at the Claro M. Recto High School in 1973, he finished his drafting course in 1974 and then received his Fine Arts degree in 1979 at the University of the East (UE). He worked as an interior decorator for commercial centers such as the National Advertising, Air France and Oceanic from 1975-1979. He also constructed frames and established El Cid Art Gallery in Bustillos, Manila. In 1978, he formed the Katipunan Art Group along with seven of his classmates in UE. He is married to Irene H. Castillo and has two children.
He started doing miniature paintings when he was in first grade high school. He does landscapes, seascapes and still-life subjects on self made canvas. Over the years, he mastered the craft and held his very first solo show in 1979 at Rear Room Gallery in Malate. Since then, he had held 19 one man shows and more than 30 group exhibitions in the Philippines and abroad.
